New Agencies added to a posting in ORC don't receive notification of invite to provide candidates

Summary:

In ORC we sometimes push postings out to Agencies for assistance. In some cases we may originally invite a certain agency and after a period of time look to invite others to help us with our search. When we add those additional agency's to the posting we don't have the option to invite them nor do they receive any notification that they are invited to provide us with candidates on this job requisition.
