Prepare Review Content Action for an HCM Specialist role

Content (required):

We have some custome roles, one as Line manager and one as HCM Specialist, but we need that both have acces to the Prepare Review Content action, because in our organization the person who conducts the Talent Review meeting is the HCM Specialist

Manager has the action enabled

But HCM Specialist doesn't have it
