Best method to hide Actions from person spotlight or search if you don't want to remove privileges?

Summary:

Hi there, I am curious to find out if we can remove with Page Composer the actions below if we do not want to remove the privileges at the moment for HR custom roles. The reason being the respective functionality will be communicated later although it is built in the system now and the security colleagues do not have time right now to tweak already build HR security roles.

I managed to update the person spotlight ( the left side black pannel) with HCM Design studio but I do not know how to update these actions one sees when they click on the 3 little yellow dots.
