Working with Agencies

I would just like to clarify. Once a recruiter has invited an agency to supply candidates and the agency has supplied/referred a candidate. Can the recruiter still go though the agency to complete the candidate selection process. For example send invitations for the interview to the agency not the candidate. Communicate with the agency not the candidate. It seems once the agency has put the person forward then all correspondence is then with the candidate. The agency can only view what is going on through the portal but are not included in the communications.
