Payroll 4 digit (decimals) precision is not rounding correctly in Make EFT process

Summary:

We have a situation where the Make EFT process which creates the ACH file for Direct Deposits is not rounding consistently.

Content (required):

Our business requires four decimals for processing Payroll. We had a situation where an employee was rounded down instead of up on a 1194.9450 pay. (.94 instead of .95)

Oddly in a test mode our developer changed the values and reran the process and in most cases ir rounded correctly except for 1194.4450 which also rounded down

Oddly part 2 is if we change the whole dollars it rounded correctly

1000.9450 rounded to 1000.95
