Can anyone explain what value will be stored in this column "RESERVED_INPUT_VALUE" from table "PAY_INPUT_VALUES_VL"?

Content (required):

We have a payroll related report in which element input values are picked and they have hard coded this column values as "PAY_INPUT_VALUES_VL"."RESERVED_INPUT_VALUE"= 'SPECIAL_OUTPUT'.

Can anyone the logic behind this column.
