How comes that OCI allows creation of a secret based on a master key in "creating" state?

Summary:

After creating a vault, I created a new software-based master key . It took a while to create, but while it was being provisioned, I tried to create a secret based on that master key; it appeared in the dropdown list of available master keys. I created the secret and it become active. Still for more than 10 seconds more, the master key remained still under provisioning.

I understand that the master key was already available when I created the secret, but sounds odd that the secret can be created based on a non-fully provisioned master key.
