Implementing Cycle counting hierarchical approval

Summary:

For our client Ma'aden, we have a requirement of hierarchical approval based on adjustment value for cycle counting. Since this is not supported out of the box we are evaluating VBCS based application for the approval. We will like to know if we can use the rest service cycleCountSequenceDetails to update the count sequence status to approved/rejected?
