Does Oracle Order Management Cloud support recurring orders?

Content (required):

Our customer (public sector transportation) sends ride tickets to retail outlets in its area on a monthly basis - usually the same items month after month after month. Can we accommodate recurring sales orders in Fusion Order Management? Or could Fusion Subscription Management provide for this? Unused ride tickets need to be returned. Customer is invoiced for each monthly shipment and credited when the returns are made. Any guidance would be much appreciated.
