Define access to different individual plans for Manager and Employee

I have several Individual Compensation plans to which I need to determine the access by different roles:

For Individual Plan 2 it is quite clear - I can restrict the access to the plan on the level of the task (Administer Individual Compensation) which is the standard configuration of the Individual plan.

And for Plan 1 and Plan 3 could you please advise me which setup should I do?
