Will HRG_ENABLE_OUTCOMES = No have effect other than removing target outcomes from add goal?

Summary: Will setting HRG_ENABLE_OUTCOMES to No do anything other than remove Target outcomes from Adding or editing a goal?

Hi Experts! We've recently had to refresh our customizations on the add and edit goal pages and are looking for alternatives to customization wherever possible. Case in point: hiding Target outcomes. We aren't currently using target outcomes on goals in our performance process and during implementation the section was hidden using page composer. I see that this instead can be removed using Setup and Maintenance > Worker Goal Setting > Worker Goal Setting Profile Option Values > Search Code: HRG_ENABLE_OUTCOMES. We will be testing to see if this has any other effect on our current process. Anyone know if there
