I have a need to pay a US nonworker in Oracle HCM Cloud Payroll.

I have a need to pay a nonworker in Oracle HCM Cloud Payroll US Legislation. If this is allowed, how would I go about doing this? I have tried hiring and paying a nonworker, but I keep getting an error when I go to run a quickpay. Note: my nonworker is not a retiree.
