Validate Invoice ESS job not able to calculate TAX

Summary:

The validate invoice ESS job is not able to calculate the TAX for NON US invoices. We have our fusion integrated with a third party TAX engine.

Per oracle, our TAX partner needs to submit job "Record Partner Tax Lines" but our TAX partner is saying that this job should be in Oracle.
