Can we setup multiple qualification area and evaluation, dependly of Qualification Area Outcomes the iniciative follow a specific sequence?

Like as example: 

INICIATIVE = QA1, QA2 and QA3

IF QA1.RESULT <= 50

  QA2;

ELSIF QA1.RESULT > 50

  QA3;

If we create an initiative for each qualifying area and send the second initiative or third initiative after the supplier's first response, it doesn't solve the problem, because of timing we need the supplier to be able to answer all three questionnaires at the same time.
