Personal Payment Methods: What is the meaning of dates in bank account and payment methods records?

Summary:

Dear Colleagues,

Would please someone confirm me the meaning of the dates in the bank account and payment methods records (the ones highlighted in the screenshot)?

I assume that they are the start dates set automatically by the system - the page is not date-effective - so, since they are start dates, they determine the date from which that bank account/payment method is valid.
