HDL Load for Background Checks for the Job Requisition Templates

We are trying to get two background check vendors to launch at specific Phase/States. I need to load via HDL the new packages to the Job Requisition Templates. I've pulled the Business Objects and the DAT file for the Job Requisition Template. I'm getting an error when trying to load the file.

In this scenario - I'm trying to load the second partner to the Template Screening Services area. The next step is going to be adding the correct package to the phase & state. I believe I need to load or connect the partner to the Template and then create a load for the BackgroundCheckScreeningPackageV2 - which is indicated in the BusObjDetails excel file and the DAT file for the Job Requisition Template.
