Assign manually onboarding step

Hello,

We configured the onboarding process with 2 steps:

1. Pre-boarding: once submitted the move to hr action
2. day one: assigned at the hire date

We need to assign the onboarding process manually because we need to replace an onboarding process that was not correctly configured. So, through the manage allocated checklist task, we added the process. We noticed that, the system assigned all 2 phases and not only the first one. The hire date of the employee will be on January and so I expected that the system assigned only the first step. What did I do wrong?
