Is anyone else recently having job offers fail?

Just recently in the last week or two, we've been encountering job offers failing. Not all, just some, but it's happening more often than ever before. We keep getting this error:

Issue Description The request operation failed with the business rules defined for SupervisoryRulesListSet.

Anyone have any insight as to what is going on?
