Issue with Development Goal Approval Rule attribute = Active Flag

Summary:

When the approval rule is committed, regardless of whether the employee changes Active --> Inactive, OR Inactive --> Active it triggers an auto approval workflow. I removed Development Goals.Active Flag from both the manual and auto approval rule, and I have observed that it behaves the same way. I was wondering if anyone has had the same issue with this attribute, and if anyone else has got this attribute to work?

Development Goal Approval Rule where an employee change Active --> Inactive when editing a Development Goal, a manual workflow is triggered for approval via. Management hierarchy of requester, starting with manager +1 with top approver = manager. And when the employee changes from Inactive --> Active, it will be automatically approved.
