How to populate one field based on an input in another field in HCM Spreadsheet Loader?

In the salary spreadsheet loader, we are passing actions and reasons without any validation on both these fields. Now we want to create a LOV for actions and based on the action selected, we want to populate the reasons LOV. So we are creating 2 value sets for the same. Question is how do we pass the action selected into the second value set(reasons value set)? The second value set(reasons) should be dependent on the value selected from the first field(actions)
