Overtime Calculation value - Overtime straight and Overtime premium factors

Currently we have in our calculation values - Overtime straight and Overtime premium.

Overtime straight is a factor of 1.0 and the premium is a factor of 0.5

Is there a specific reason that the setup was delivered this way? Our legal and business teams are asking the question as to why the OT is not calculated as a 1.5 factor and instead is being split into 2 lines: 1 for OT straight and 1 for OT premium.

Also - What are the risks/concerns that might be overlooked if we were to change the factor for Overtime straight to a 1.5 and not use the premium at all?
