max-nlb-flexible-count shows usage 1 without existing network loadbalancer / Free Tier

In the the limits view it shows me for the max-nlb-flexible-count I'm already using one. But I can't see one with the UI or the cli

I have a oci account using the always free tier. During my test phase I created a Network Loadbalancer which was automaticly deleted after the end of this phase.
Now I want to create a new one but I receive the following error "The following service limits were exceeded: max-nlb-flexible-count"
I can't open a ticket because I have a free tier account.
Is there a way to reset the value without opening a ticket?
