Matching against values in valueset

We have a requirement where we have to retrieve a certain valueset values from Oracle SAAS. Retrieve values from a 3rd party application. Match these values against those from the Oracle SAAS valueset and update or create values in the valueset accordingly.

Could you please let me know the best way to achieve this?
