What's the best solution where Step Rates changes based on education level in Grade-Step Progression

Summary:

We have a requirement to implement Progression Grade Ladder with multiple steps where step rates change based on employees’ educational degrees.

For example:

Ladder Name: Clinical Nurse Ladder

Grade: Clinical Nurse

Step 1 (12 Months): Rates - $10 (Non-Bachelors), $12 (Bachelors), $15 (Masters), $25 (Doctorates)

Step 2 (24 Months): Rates - $12 (Non-Bachelors), $14 (Bachelors), $17 (Masters), $30 (Doctorates)

Step 3 (36 Months): Rates - $14 (Non-Bachelors), $16 (Bachelors), $18 (Masters), $35 (Doctorates)

Step 4 (48 Months): Rates - $15 (Non-Bachelors), $18 (Bachelors), $20 (Masters), $45 (Doctorates)


Can we use Formula Type - "Salary progression rate calculation Rule" to fetch rates from a User-Defined Table? Is there any better solution available? Please suggest the best possible option to implement this.
