Low - Duplicate Checks with candidates only

Summary:

We are trying to establish whether the attached 21D implmentation doc describes duplicate checks to work with just candidates - for example 2 candidates apply with same name, address including county but email is different - would the duplicate check run against those candidates? Or is it just referring to previoulsy employeed or employed employees to look up against?

Any ideas?
