Data Sovereignty Laws - Whether Oracle Cloud SAAS is Compliant?

Summary: We would like to check regarding ‘Data Sovereignty/Data Governance’ regulation passed recently in China or updated recently – we were told that some of the cloud products in the market are non compliant with the Data Sovereignty regulations.

 Just wanted to check if Oracle cloud SAAS is compliant with the new/updated regulations.

 Content (required): Can the customers use single Global SAAS instance across all regions including China and also the data center be located outside China. Will be still be compliant?  Any pointers / documents with these details will be highly appreciated.
