Why would the Job Application Signed date differ from the New, To be Reviewed Phase/State Date

Summary:

When looking at the Progress tab on the application, we noticed that the E-Signature Job Application Signed date is different than the New, To be Reviewed phase/state date. We are wondering why these dates would differ?

Also, what does it mean when it says System?

These dates being different and displaying System instead of the candidates name it causing some confusion for our team.
