ORC : Offer letter template with graphical content and big file size

is it possible to design a Offer Letter template with heavy Graphical content and Many Images?

We have a requirement to design a Offer letter template with big images(as of now the image size limitaion in ORC is < 64KB) , but we have more graphical content and also almost 36 page offer letter template design. Is it possible in any way in ORC?
