We are facing issue in sharing and alignment of goals approvals

Summary:

Recently we got 21 D upgrade version. As a part pf post checks we found one issue that is Whenever an employee aligns or shares a goal, it is sent for Manager's approval. Before it is not going for approval. Is this enhancement feature or is this the issue if it is. Can any one give suggestion how to fix this issue.
