Hide 'Measurements' on Development Goals

Can an administrator hide a section of goals for development goals but not performance goals?

We want to hide the 'Measurements' section on Development goals, but we do not want to hide them on the Performance goals. Has anyone successfully built an expression or a profile level in the profile option value to do that?
