How to edit annotation in FRS reports?

I created an FRS report, I add a column to display annotations.

I have to users with the sames access, but only one can modify the annotation entered by others user. (The edit button is greyed out)

When removing both user's access and adding them back, no user are able to modify annotation

Any recommendation or best practice to fix this issue?
