If I upgrade from free-tier to a paid account, will the tenancy still have the Always-Free services?

Summary:

I have a free tier account since 2020 and am now going through the OCI Operations Associate online training. So I am considering upgrading to a paid account to be able to further practice before any certification attempts.

I would be upgrading to PAYG (pay-as-you-go) and not the monthly-flex option. Can you please confirm that this route would allow the tenancy to still have the Always-Free services?
