Manage Maintenance Program - Select to Forecast

In Manage Maintenance Program UI, how does the Select to Forecast button work

Content (required):

The Manage Maintenance Programs UI has buttons: Select to Forecast, Create Program and Done.

If I highlight a Maintenance Program and Select to Forecast, the buttons change to Select All, Deselect All, View Forecast and Cancel.

If I immediately click View Forecast, it's only showing me the forecast for that Maintenance Program.

If click Select All, the View Forecast button changes to View Forecast(19). If I then click View Forecast, and it's showing me the forecasts for all the Maintenance Programs.

If I highlight a Maintenance Program and Select to Forecast. Then click on another Maintenance Program, the View Forecast button changes to View Forecast(1). If I click View Forecast(1) it shows me the Forecast for the second Program I highlighted.
