Error when user is trying to create an expense report

A user is trying to create an expense report, but he can't get past the tour, after he clicks the Expenses tile. He is receiving an error. The last time this happened to a user, our IT Support (Managed Services) indicated that the HZ parties details was missing. We do not know what this is. Can you help?
