Can a workflow condition determine what role the Worker's line manager has?

Summary:

We have 3 line manager roles (Gold, Silver, Bronze). Silver and Gold allow a line manager to view compensation data (salary) and Bronze does not. We have nearly 50 countries live with a mix of these roles and we will have 100 countries by end of next year. The Change Salary workflow sends a FYI to the line manager when a salary has changed but the holders of the Bronze role has 'You are not permitted to see this data'. We would prefer to not send the notification to Bronze managers.

From what I can see, at the condition stage in the WF, it is not possible to know who the line manager is and therefore we can't find out their roles.
