Am looking for a report/ query to find details about privileges.

We are looking for finding a what is the exact purpose of a privilege.

Example: AP_MANAGE_PAYABLES_SYSTEM_OPTION_PRIV

Could you please share an Oracle recommended Note or document that gives idea about details of a privilege assigned to user.
