Unstable connection from Site-to-Site VPN to VCN using transit routing

Following on from my previous question: https://community.oracle.com/customerconnect/discussion/617307/does-transit-routing-inside-a-hub-vcn-work-on-an-upgraded-drg

What is the most likely cause for the connection between the on site VPN connection and the different VCNs to be unstable. I currently have 1 hub VCN and 2 spoke VCN and when I run a ping from my workstation to a machine inside each of the VCNs, the result is constantly up and down.

Is it possible that I have configured the routing incorrectly? I carefully followed the instructions for "routing directly between gateways" described here: https://docs.oracle.com/en-us/iaas/Content/Network/Tasks/transitrouting.htm
