How do you achieve 100% compliance for Required Compliance training?

Our hospital system is looking for ideas for how to get 100% compliance on required training.

Content (required):

We absolutely need to achieve 100% compliance or as close as possible for Annual Compliance courses. In the past we have shut off all computer access for anyone who went overdue. That was very effective, but only worked because we had a "back door" to the learning system where they could get in and remediate the training to get their computer access reinstated.

In Oracle we have been considering increasingly escalated alerts sent to managers, then their managers etc for each week that someone is overdue. I am not completely certain how I would get that to work.
