How can "regular" GL users extract list of CoA Segment Values and Hierarchies?

Content (required):

We have a user who is an accountant who has access to these Roles:

• Financial Analyst (ORA_GL_FINANCIAL_ANALYST_JOB)
• General Accountant (ORA_GL_GENERAL_ACCOUNTANT_JOB)
• General Accounting Manager (ORA_GL_GENERAL_ACCOUNTING_MANAGER_JOB)

The user would like to be able to export from Oracle, the following:

1. Lists of Chart of Accounts Segment Values (e.g. Account Codes, Cost Centres etc).
2. Lists of the hierarchies from GL, e.g. for Account Codes, Cost Centres etc).

I realise the above can be provided by going to:

1. Manage Chart of Accounts Value Set Values to extract lists of Segment Values
