Rehiring ex employees via recruiting - candidate type issue?

Summary:

Our client uploaded a bunch of termed records for ex-employees and now they want to rehire a few of them back via orc.

One of these ex-employees applied for a job req as an external candidate and has a record in candidate search with candidate type 'External Candidate'.

Now if we run the process 'Load Workers into Candidate Table' should not the system generate an Ex-Employee record for this person?

FYI - we ran the process and we have one candidate record of type 'External'
