How to calculate budget considering salary of eligible and ineligible employees?

In worker level budgeting how to calculate budget considering salary of the eligible and ineligible employees.

Content (required):

When using Global Models for Budgeting, it seems that only eligible employees' salary is considered in the calculation of workers' budget amount. For Ineligible employees, the budget will be 0 by default and it can not be changed.

Using the 'Manage Budgets' task, if an employee is ineligible then the comp manager can not enter the budget for that worker.


Is there any way we can define budgets for Ineligible employees as well?
