Routing using a Date Filter - Don't Route activities on dates when the client is closed.

Summary: We have a requirement to not route activities when the client has a holiday.

Content (required): We are needing to not route activities when the client site is not open but is a working day for the Technician. The Tech's calendar is in OFSC but if the client is closed we need to pass that date in a custom property from upstream system. Does anyone know that if we can use those dates in a filter to not route activities to Techs when the client is closed.
