Allow recruiters to preview attachments in candidates' general profile

Summary:

Recruiters actively searching through candidate search in ORC do not have the ability to preview candidates' CVs. 

Content (required):

The only way to view the CV from the candidate's page is to download it as a PDF, otherwise the recruiter is forced to navigate to one of the job requisitions the candidate has applied for and open the CV preview there.

The request is to allow the preview in the general profile, in the attachments tab as well as in the application page linked to a job requisition.
