Summary:

Does GOP disregard onhand pegged to planned order demand 

Content (required):

If there is a planned order demand for an item say "X" for 20 and there is onhand for that item X for say 25 and 20 of which is pegged to that planned order demand. Will GOP see that and use only the remaining 5 of the onhand for order promising ?
