Goal Measurement section - Summary view

Our customer has a requirement that all fields in Goal Measurement section that are available in Edit mode were also displayed in Summary Measurements view (not only when you try to edit Measurements).
In our case the employee will not have the possibility to edit goals on their own (restriction at the goal plan level), but they should be able to see all information in Goal Measurement section.
Could you please advice me if it is possible?
