Atom Feeds are not reflecting changes done through HDL and HSDL

Description (Required): We were not able to see data in Atom Feeds when we are loading data through Mass Loading Tool (HDL/HSDL) . We got a recommendation from Oracle to use ENABLE_INCREMENTAL_LOAD_EVENTS for this issue . We are able to achieve the data in Atom Feeds through it . But we are seeking for any alternate solution by which we can handle this issue without using ENABLE_INCREMENTAL_LOAD_EVENTS in HDL / HSDL so that the solution is robust as this is an optional step that no one is doing today when creating HDL files or HDSL templates.
