HR users access to Succession Plan Candidates

We use Organization Security profiles to restrict users access to certain population. For example, HRBPs do not have access to employees assigned to HR division. HRBPs do not have access to the Succession plan created for CHRO – which is what we need. However, HRBPs should be able to see CHRO if CHRO is listed as a Candidate on succession plans HRBPs have access to. Is there a way to achieve this?
