Trigger for alert

Dears,

Our customer has a requirement that when they hire new employees a notification sent to some specific people and after investigation we found that alert could be run hourly and send notification every hour but it send all employees that hired at this day but we need to send only employee that hired at once .

How can we handle this requirement ?
