How to get Correct County for Home Address

New HCM HR and Payroll Implementation Issue: The client addresses does not maintain the county in the addresses in the US for 20K employees. How can we systematically get the accurate county without going to the employee.

I wanted to reach out to see if I could get some advice on how to proceed with a new client that we are implementing HR and Payroll for.

 The client addresses does not maintain the county in the addresses in the US for 20K employees in the construction industry and they don't have ESS capabilities in their legacy system... updates are done via pay forms in present day HR/Payroll.
