How to stop paying salaried employees on a holiday

Summary:

Business Process is employees get all the holidays as PTO balance and employees can use the PTO on a holiday if they want to get paid else they wont be paid. this gives employee the flexibility of using the Holiday (PTO balance) on any day as per employees convenience.
